HOW TO BECOME THE UKRAINIAN GAS STORAGE OPERATOR INFORMATION PLATFORM USER?

Procedure for obtaining the platform user status and electronic registration of authorized persons as platform users

1.1. The Storage Service Customer, who intends to obtain the Platform User status, shall provide the Storage Operator with a notification for the creation of the Platform Authorized User Account in the form given in Annex 1 (.docx) according to the order of JSC Ukrtransgaz dated 02.07.2019 №468.

1.2. The notification for the creation of the Platform Authorized Person Account shall be accompanied by written Power of Attorney issued by the Platform User for each person authorized to access the Information Platform on behalf of the Platform User. Powers of attorney for authorized persons may not contain any reservations.

In addition, the Platform User shall provide the Gas Storage Operator with a Power of Attorney for persons who are authorized to sign documents submitted through the Information Platform on behalf of the Platform User, including persons who have Power of Attorney access to the Information Platform. Powers of attorney for authorized persons may not contain any reservations.

Natural gas market entities (users) who have access to the Information Platform in the person of the direct manager of such entity shall provide the gas storage operator with a relevant message sample stating the personal signature sample and the serial number of the digital signature of that person.

1.3. After receiving the notification on creation of the account of the authorized users of the platform in the form given in the Annex 1 to the order of JSC "Ukrtransgaz" of July 02, 2019 №468, with the necessary additions, the gas storage operator creates the accounts of the authorized persons of the platform user and sends to the email address of the authorized person of the platform user specified in the message, login and initial password (personal private key) for using the platform.

1.4. Upon receipt of a notification from the gas storage operator with login and initial password (personal private key), the authorized user of the platform is obliged to make the first login to the platform within 3 working days where to change the initial password (personal private key).

In order to continue using the platform, the authorized user of the platform must use the username and password (personal private key) assigned by the gas storage operator.

1.5. If necessary to adjust the account of authorized persons or delete the account of authorized persons, the platform user shall submit a notification to the gas storage operator about the removal or correction of the account of authorized persons of the platform user according to the form given in Annex 1 of the order of JSC "Ukrtransgaz" of July 02, 2019 №468.

2.1. Each platform user and the authorized persons of the platform user are obliged to:

keep private key secret so that no one else can access the key;
use private key and electronic registration solely for the benefit of the user and in accordance with the rules for using the information platform;
inform the storage operator about the access of third parties to the personal private key information and its disclosure (in connection with which the storage facility operator, at the request of the platform user, blocks the personal key until its further change).

2.2. All direct and / or indirect damages related to access to and disclosure of personal key information by a third party, caused from the moment of access of the third party to the personal key information until the gas storage operator was informed, rely solely on the platform user through whom access to the information of third parties was accessed.

2.3. The responsibility for the timeliness, completeness and authenticity of information provided / inputted by authorized persons of the platform user is the responsibility of the platform user.
