Ukrtransgaz and SNTGN TRANSGAZ SA launch public consultations related to the Draft Interconnection Agreement for VIP Isaccea 2,3 / Orlovka

PUBLIC CONSULTATION on the Business Rules and Communication Procedures in case of Exceptional Events related to the Draft Interconnection Agreement for VIP Isaccea 2,3 / Orlovka

 

13 October 2017, Kyiv — SNTGN TRANSGAZ SA and Public Joint-Stock Company Ukrtransgaz intend to conclude an interconnection agreement for the Virtual Interconnection Point Isaccea 2,3 / Orlovka. According to art. 4., par. (2) of the Commission Regulation (EU) 2015/703 of 30 April 2015 establishing a network code on interoperability and data exchange rules, both TSOs invite the network users to comment on the proposed text of:

1)    rules for the matching process,

2)     rules for the allocation of gas quantities,

3)     communication procedures in case of exceptional events.

 

SNTGN TRANSGAZ SA and Public Joint-Stock Company Ukrtransgaz submit for public consultation the rules for matching process and allocation of gas quantities, the communication procedures in case of exceptional events as well as other Network User relevant provisions.

This consultation will run from 16.10.2017 until 15.12.2017.

The public consultation has the aim to collect the opinions from all potential network users regarding the transmission of natural gas through the VIP Isaccea 2,3 / Orlovka.

The Isaccea 2 – Negru Vodă 2 transmission pipeline and the Isaccea 3 – Negru Vodă 3 pipeline are part of the Trans-Balkan corridor for gas transmission to Balkan countries. Such pipelines are independent from the operational point of view and are currently operated as a single pipeline.

 

The interconnection agreement will be concluded under the condition precedent of gathering all elements to enable gas transmission system operators to carry out their duties and responsibilities as provided for in the agreement.

The present Draft Interconnection Agreement envisages the physical flow of natural gas in the Ukraine - Romania direction and the virtual flow in the Romania - Ukraine direction.

 

All responses should be submitted to both TSOs in English at the following e-mails: consultation_ia@transgaz.ro and businesscooperation@utg.ua.

Please indicate explicitly if the responses contain information that is confidential with regard to third parties.

 

SNTGN TRANSGAZ S.A. and Public Joint-Stock Company Ukrtransgaz will evaluate the comments received during the consultation, and if necessary, adjust the text of the draft interconnection agreement, after which they will proceed to its conclusion. The Interconnection Agreement will enter into force at least two months after its signing; the exact date will be specified by the Parties afterwards.
